Britain and France to Deploy Military Personnel to the Country in the event that a Peace Deal is Finalized

The British and French governments have signed a declaration of intent concerning the positioning of armed personnel in Ukraine if a ceasefire be concluded with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has announced.

Subsequent to talks with Ukraine's allies in Paris, he said that the UK and France would "set up defense centers throughout Ukraine and construct secure structures for weapons and defense matériel" to discourage any subsequent attack.

The coalition members also suggested that the America would assume leadership in monitoring a halt in hostilities.

The Kremlin has on multiple occasions stated that any foreign troops in Ukraine would be considered a "acceptable aim", but has as yet not commented on this latest announcement.

Context and Continuing War

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in February 2022, and Moscow currently controls approximately 20% of Ukraine's sovereign soil.

"This represents an essential component of our pledge to stand with Ukraine for the duration," remarked the British leader.

Heads of state and senior officials from the "Allied Coalition" were involved in Tuesday's talks.

Addressing reporters at a joint press conference, Starmer noted: "It paves the way for the legal framework under which British, French, and partner forces could operate on Ukraine's territory, securing Ukraine's airspace and waters, and rebuilding Ukraine's military for the future."

The British leader also stated that Britain would participate in any American-headed verification of a possible truce.

Defense Assurances and Diplomatic Positions

Top US negotiator Steve Witkoff stated that "long-term safety pledges and robust prosperity commitments are essential to a enduring ceasefire" in Ukraine – referring to a key demand made by Ukraine.

The negotiator said the partner nations had "substantially agreed on" their work on establishing such assurances "in order that the Ukrainian people know that when this war ends, it ends for good."

Jared Kushner, US President Donald Trump's advisor, also took part in the negotiations.

At the same time, French President Emmanuel Macron declared that Ukraine's partners had made "major headway" at the talks.

He said that "strong" defense assurances for Kyiv had been agreed in the event of a possible truce.

Ukraine's leader Volodymyr Zelensky commented that a "huge development" had been made in the negotiations, but qualified that he would only view efforts to be "adequate" if they culminated in the cessation of the war.

Last week, the Ukrainian leader said a peace agreement was "mostly finalized". Settling the outstanding 10% would "determine the future of the agreement, the destiny of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the heart of ongoing disputes for negotiators.
  • Putin has repeatedly warned that Kyiv's military must withdraw from all of Ukraine's eastern Donbas or Russia will take control, dismissing any concession over how to conclude the war.
  • The Ukrainian President has so far ruled out giving up any land, but has floated the idea that Ukraine could withdraw its troops to an designated point – but only if Russia reciprocates.

Moscow currently controls about 75% of the Donetsk region and some 99% of the bordering Luhansk. The areas form the heartland of Donbas.

The original US-led multi-point peace plan that was widely leaked to the media last year was perceived by Kyiv and its European allies as being strongly biased in Russia's favor.

This led to weeks of focused discussions – with all sides trying to amend the proposal.

Recently, Ukraine sent the US an new 20-point plan – as well as distinct documents outlining possible security guarantees and provisions for Ukraine's rebuilding, he stated.
